I'd say it was more like 70% RTS, 30% RPG. If you don't gather resources and build an army you'll miss out on the main fun in the game. Depends on your definition of 'fun' of course. As to your heros, they are 'disposable' (easily re-summoned) and don't gain levels or spells depending upon experience.
