I didn't have a problem with them with normal arrows either, but hey, I almost NEVER use the special arrows and in this case it does make a difference because those elementals have -87 resistance to their opposite element (air-earth and water-fire).
In act 3 I found the cloudstinger and so on series very helpful when sharpened and used by my a3 summoning doll.
