There is 1 summoning doll per act. In act 3 you loose that summoning doll if you complete a particular quest, but you can avoid doing so.
While waiting for a stronger doll to upgrade might be more effective, upgrading the first one gives you a benefit early in the game, which can be used throughout.
The levels you get from the level upgrade skill are shared between the dolls. If you put in 6 skill points to get 12 levels, then you can distribute those 12 levels however you want between the summoning dolls you have. You can learn the skill again in a new skill slot if you wish to do more upgrading.
