I can't say that the same is happening for me, but I haven't paid attention to my gold as I re-assigned the unlearn skill points. I'll have to watch for that next time. However, I did notice that as I increase in levels, it costs more to unlearn skills. Earlier in the game, I could unlearn skills for thousands, but it cost me 24k at level 27 to unlearn a skill.
