Yes, that is correct. Each save is a separate subfolder in the '..\Beyond Divinity\savegames' folder. In addition to the 5 'bd_act#_start' folders which are created/updated by the game/patch, you should see folder names corresponding to each save that you have made. For example, there could be folders named 'start of game', 'after killing 1st guard', 'before entering tunnel', etc.
Personally, I prefer having Windows Explorer in 'details' view for file management purposes. Make sure the folder pane is enabled (not sure if that is the default in Windows XP) so you have the list of save game folders on the left side of the Explorer window, and when you select a folder, its contents are displayed in the right side of Explorer. This setup makes it easy to scroll up or down in either the folder or file list and drag-and-drop to move files around (hold the control key down before dropping to copy).
You can use the menu option 'File | New | Folder' or the hotkey Alt-F-N-F to create a folder (ie to move the original inventory files to); either or both of those folder creation methods may be slightly different in Windows XP.
