Archer and soldiers are in the first Citadel level.
But you can only see/question them if you have put on the disguise Citadel armour in the first room, after killing the guard. If you choose to hack&slash your way through => no quests <img src="/ubbthreads/images/graemlins/puppyeyes.gif" alt="" />
