You may not have done everything there was to do in act 3 but that won't stop you from moving on to act 4.

Just go to every place you can go to and you will find the third symbol - one spot has dozens of them on the walls - if you keep trying maybe you will find one that is loose.

Reality is for those who cannot cope with fantasy. Fortunately, I can cope quite well.
