Unfortunately power surges can cause damage to game files that goes a bit deeper than just corrupting a save.
However, there is still hope that your damage isn't that bad. The first thing I'd do would be to re-instal the game. I'm not at the right computer to check, but it sounds like there might be some corruption in files that are used in conjunction with any save.
After that I'd just work through all the saves, from most recent to oldest and see if any have escaped corruption.
Back up anything that looks useful before you fiddle around though.
Another things that's worth a try is to run scandisk and see if it reports any bad sectors, or gives any indication that you now don't have the full disk size available.
I had something similar when playing Knights of The Old Republic. I was about a quarter through when it happened. Alas, the general damage to the data on the hard drive was too widespread to fix and I had to cut my losses and reformat.
Which reminds me - I must back up my BD saves to my second drive again. Complete restarts are a pain....
