let me recapitulate: you are not playing version 1.29, right? In this and earlier patch versions you needed to give the Dwarven King axe AND letter to trigger the Dragon Armour quest. The last patch allowed to give the letter only.
As you got the quest (quest log) - and your dialogue with the King really gave the tip:" noble in Verdistis" - Sir Patrick should have the option. Can you tell me which speech options Sir P. has and which your char has, please?
