Hope I understood your posting correctly so (from the bottom)

o you are in Act IV

o "ur at the top and its down..." mystifies me

o The warehouse - try looking under a bench in a green crystal 'park' towards the east of the map for a key

o Staff of Power - use it and lose it (read some of the earlier conversations again)

o Raannar Statue - think you may have missed, or misread, a quest try the extreme south-west (see also warehouse above)
