That's not a very good reply.
If the developers just stick to the API's there should be no problem, regardless of what hardware you have in your system. The Win32 API works for all PC's running Windows. "What about my special gfx card, soundcard, joystick?"
That's what DirectX is for.
The problems start when they create special code for special hardware.
Or when they don't follow the rules and guidelines for the API's.
Or when they write buggy code.
