Can summoned creatures not use bows? I gave my skellie in A1 a hunters bow which had no stat requirements listed, and no red marks when in his inventory, but he could not wield it, though he could equip arrows.
They are certainly able to use bows, I had my skellie using a bow for a while...
Have you tried dragging the bow over the weapons slot rather than clicking on it in his inventory?
