Some people have had problems reporting about George's killer after Mardaneus is in the council hall. There is a fix (see reply in
FIX for broken Imp Council Member quest) if you think it would be worth the effort.
For the missing wares quest, have you joined the merchant's guild in Verdistsi? Trevor, the head of the guild, gives you a quest regarding Tingalf (which you would just need to talk to Trevor again to solve if you have already had him arrested).
There are a couple quests in the game that you can not complete, as well as a couple opposing quests, where you must decide who to help, solving one quest and failing the other.
