Ok, redid the perm on all difficulty settings => please, see the result: there are 3 results => easy - action/tactical - hardcore.
Same for an intelligence potion I found in Act 2 =>
intelligence => +5 on easy - +6 on action/tactical - +7 on hardcore. It's probably the one I got in Mushroom Forest, the one maybe not being really permanent.
