Annabelle in the BF of act 2 or later can teach alchemy up to level 4.
Two skill slots at level 2 will not help any. Duplicating any passive skill will not help with effectiveness, and duplicate active skills only makes sense when you would want to use the same type of spell at different levels (ie a high damage, high mana cost attack for tough creatures, and a lower damage attack to conserve mana against weaker opponents).
