Anyway, IMO, an adequate and accepted public transportation system that achieves success over private transportation would have to
- have minimum comfort (not selling more tickets than you have seats (and for the same price) as is custom in todays trains in Germany);
- be cheaper than a car ride, if several people travel together;
- commute in decent intervals in a grid system, in order to achieve acceptable travel time compared to POV;
- conceptually go beyond busses and trains (could include taxis, for example, especially for times of low traffic - rather than having no service available at those times).
Other features may have come to your mind...
