The 'use' and 'drop and use' icons should work consistently, AFAIK, as long as you have one teleporter stone somewhere on the ground and the other in your inventory. I don't recall any other recent complaints about this, anyway (I didn't use the teleporter stones that much myself). In an unpatched game the 'drop and use' icon would just drop, but that was fixed.
