It MIGHT be so that you're not skilled enought to repair it. On level 1 repair you can only repair up to 60% of the durabillity. If for example you have an item with 10 in maximum durabillity you can only repair it up to 6. If it has 7/10 you can't repair it. If it has 2 though, you can repair it. 60% (it get's more the more you advance. On lvl 5 it's 100%).
