There are
download managers that can resume interrupted downloads, assuming the server supports it, and can download in multiple connections (2 should be enough) to help make sure you are using as much of your available bandwidth as possible.
For general internet use, the program above the list of download managers in that link can automatically redial when your connection is lost.
Do you have any friends with a high speed connection and CD-RW drive?
Unfortunately, the patch will not fix the empty level 2 dungeon retroactively. Once the BF is generated (the first time you enter in each act) the patch will not reset it. There are other fixes in the patch, however, so you should still try to get it.
