Two thoughts on this :
- aren't people who speak dialects in a way bilingual people as well ?
- I once heard about a south-american language called Aymara or so - it's completely regularly (no special forms of verbs and such) and is therefore easy tio learn in a way. The article where I read about it was about translating from any language of this world into this one, and from there into a third language.
