it depends on what you are calling dialects alrik...

people who speak dialects in Europe are more than generally bilingual true..

not people who speak dialects in India, in China... these dialects are standalone languages not only in the way they are able to express anything but also because there is a strong and old cultural and social background to these dialects (not here is none in european dialects but nothing comparable... nor in esperanto)... to be bilingual is far from being the rule there...
