IMHO they should make spamming punishable... and make sure the fines are VERY high.
In South Africa we can take people to court for throwing leaflets in our postboxes, so why not be able to do that with internet advertising??? Especially if they try to sell me a 99999999th dildo <img src="/ubbthreads/images/graemlins/memad.gif" alt="" />
Those spam adds drive me up the wall...
