I don't know about the level cap, but I do know after opening the

HPPRS.2DA
HPROG.2DA
HPWAR.2DA
HPWIZ.2DA

files that the HP cap is 20th level.

If Black Isle made it the same as BG then the XP cap, before TotSC add on, was 89k.
