Well, I don't know if this is true. But for my own experience, I get a sword in a quest, it is not given by anyone, I just grab it from behind some rocks. After couples of SL, I have a sword with 5 slots AND freezing property. This sword last until the end of the whole game, coz when spells doesnt work, my sword can work out perfectly.
