Oh and can anyone help me on the quest "Spies" i can't seem to find the second spy since the quest doesn't give a marker or any usefull information where he is, he could be in whole Cyrodiil for all i know, any help please?

Talk to people: Captain Burd for example. He'll let you know about a cave I believe: new marker!
