At first hello everyone in forum, i'm new...

I've found that spell book in sewers, but i cant pick it up. How i can get it? I thought about telekinesis, or maybe there is also other way to get it, because i dont want to waste skillpoint to telekinesis?

You can buy Telekinesis spell books. Kistandalius or (less often) Blake in Ars Magicana and Corinna or (less often) Mpenzak in Verdistis would be good NPCs to check.

Alternately, you can toss a teleporter stone down into the sewer and teleport there, pick the spell book up and teleport out (you will not be able to walk around there, so toss the teleporter stone relatively close).

btw, these NPCs will sell book like others items? or you have to have conversation with them to get skill book?

No extra conversation - it'll be in their trade inventory as normal merchandise.

Any NPC can have a spell book for sale, but the ones I mentioned are more likely to have them.

If you quick save before running your mouse over an item/chest/merchant or hitting the alt key, you can identify the item or trade with the merchant, then quick load to get different stats or inventory. This can be done repeatedly to get the best stats or specific bonuses on an item (save after finding good candidates) or looking for specific items (such as spell books or charms) from merchants. Don't waste too much time with this, though, it really isn't necessary to get the best possible equipment.
After talking to an NPC, it takes awhile for their inventory to be reset (varies between NPCs, but generally around 10 or 15 minutes real time).
