Explanation who St. Lucia actually is

Both articles are in German and the links go to articles from the website of my local newspaper. If I remember correctly, they won't be free for long (means that after some time you'll have to pay for them).

St. Lucia isn't common here, the article says, but Leverkusen has some scandinavian Twin Towns, if I remember correctly.

So, in case I whant to read them I have to learn German (and I've tried, so I know how hard it is...)... Can somebody please translate?

I am not asking for a translation because i know it is a lot of work.
But i stopped to use translation programs to translate german into french.
The translation is so bad that it is impossible to understand anything.
