Hopefully the Indian Ocean countries will implement a tsunami early warning system like they have in the Pacific that apparently saves lives. Apparently up to a few hours of warning, depending on location, could have been given had such a system been in place.


They once started with that. But most countries in that region are poor countries. And a warning system isn't cheap. That's why only USA and Japan (joint venture) have one.
Also, some of the countries in the region rarely have to deal with nature wrath. They waren't eager to co-operate.
So the plan was put on hold and the money was spend on other things.
