Make sure you spoke to these ranaar:
Ansukar
Belehram
Dolehar
Dotharhar
If you missed any of these, tax will not give the key or have the speech options.
If you have not already patched the game to 1.47 (for english versions except Aus), please install the patch, load your game, save it again (to activate the patch in your saved game) and then load it again and try again. You may have to speak to the ranaar again.
