Explain him politely the problem in a PM and later if this person still have a disturbing behaviour you can send a PM to a moderator.

In my mind the chaos is not due to ONE person, it's due to the recent bad events which shocked all the people.
The tsunami, the bad news about Kyra, the tension between american members and european members because of the politics, etc.
