Nope. Though he was, indeed, a plumber (1861 - 1904), and did take out several patents.
Credit for the very first flush toilet supposedly goes to Sir John Harington in the 16th century. It didn't catch on. Nearly 200 years later, J.F. Brondel introduced the valve type flush toilet (1738), and further improvements were made by other such as Alexander Cummings (in 1775), Joseph Preiser (in 1777), and Joseph Bramah (in 1778)...
There is also an interesting claim that China really invented the toilet. A plumbing history website mentions a discovery by archeologists of a 2,000-year-old toilet complete with running water, a stone seat and a comfortable armrest, in the tomb of a Han Dynasty (206 BC to 24 AD),king. The story was carried by Reuters, but I couldn't find any other sources to cross-reference.
