Council members were picked from the 6 most powerful races during the Age of Chaos. And Mages were included separately as a gesture. Weren't you listening when Zandelor explained it? Those races also happen to be the ones created by 6 of the 7 gods. Again the 7th god adopted all magical beings as their own also explaining why Mages are included separately.
