A lot of people in the flemish part speak french. Or try to.
In the walloon (the french speaking) part that's different.
And I guess more and more flemish people refuse to speak french too. Partly becouse of that.
How can you say the flemish people don't try to speak french?

And you can't really expect the tourist office in Oudenaarde to reply in another language than dutch.
I think they ware more than surprised to get a call from a none flemish person.

Apart from the known big cities and some other places tourism isn't important in Belgium. Don't compare it with France where tourism is one of the biggest sources of income for a lot of people.
