If places don't get (m)any visitors they won't invest in tourism and touristical services.
I'm pretty sure they never even thought of providing that service in another language. And they probably don't have the funds for it.
There are enough hotels and restaurants in Oudenaarde.
I don't think that it could be a big investissement to provide lessons in english or french to the tourism office employees.
