It's a good idea to have distinct differences in architecture, atmosphere and the likes depending on what town you're in. The way Redoran, Hlaalu, Telvanni and Imperial towns are totally different in Morrowind for instance. Dwarven, elven, human, lizard, orc and others leave even more room for this feature. It would be funny to actually have to duck down when you enter a dwarven home. Or climb ladders to reach elven houses that are almost one with the forest.
