Have a look at Desdemona's site.
She has made a very great work about the skill's teachers.

In act 1, the weappons officer sells Identify level 5.

However i did not use my skill points for identify or repair.
I just asked to the merchants to identify or repair my equipment.
Then i saved my points for more important skills.
