That's too un-specific. Historically, what is now known as the Greek culture, had practically all known forms of Government!

From classic tyranny, hereditary monarchy, oligarchy and democracy, all present and different from city state to city state, and co-existing at the same time.

What you refer to is Athens, the 'cradle of democracy' - they also provided the classic example of quantity over quality in the verdict of Socrates <img src="/ubbthreads/images/graemlins/winkwink.gif" alt="" />
Everything bad you mention, can also be found in Athen's history - anything good to be said about democracy as well. Though Athens had some of its best times under autocratic rulers (Themiostocles; Pericles)
