That happens with some Radeon cards / drivers (and to a lesser extent with Nvidia). Updated graphics drivers might not have this problem. However, this issue only effects the configuration program; if you check the 'skip test' box, and then click the 'test' and 'apply and close' buttons, the game itself should run fin under Direct3D.
