That's bizarre. So the game rating is changed because of an illegal modification that has nothing to do with the company that released it? Is that right?
No, it's b/c the code was Rockstar's -- it's just a modder UNLOCKED it by writing their own mod for you to install.
I don't think this would be an issue, if the "Hot Coffee" code was completely written by a 3rd party entirely.
