Are you shutting down all non-essential programs (especially anti-virus) before starting the game?
If you go into the sound options and change the volume levels for voice or sound effects, do you hear the sample sound played?
Try deleting the '
..\Divine Divinity\Run\sound.cfg' file, to have the game recreate it the next time you start the game and change the default sound levels.
Try lowering your hardware sound acceleration a notch (click Start | Run, type in dxdiag and hit Enter, then switch to the sound tab).

The use of 'is' is correct in saying 'it is the speakers', since 'it' is singular.
Using 'is' or 'are' depends on the phrasing: 'the problem is with the speakers' vs 'the speakers are the problem'.
