Your sound chips may not support a hardware buffer. The dxdiag sound test lists the audio format it just played and whether it used a software or hardware buffer when it asks if you heard the test sound. If any of the hardware buffer tests worked (assuming it keeps testing after the first error), then it may just be a problem with a particular format or DirectX call.
