Someone might not want an editor if they thought it would delay the release of the game. It would take longer initially to develop a user friendly editor (assuming Larian is no longer using proprietary programs as part of the process, which they can not distribute), but once it was done it should save some time implementing the game design (though that may or may not make up for the extra time making the editor).
Alternately, whoever voted 'no' could think amateur mods in general are not worth trying, or were just being contrary.
