An average human eye can successfuly differentaite between two frames if they remain there for more than 20th of a second. Though the continuum assumption stays valid at the relatively lower speeds (as compared to light) we generally move with, hence nature's refresh rate can be expected to be very high. However, the effective refresh rate for us will always remain 20Hz. That's why we see cinema, where frames change at 24Hz as if we were looking at moving objects the way we do in real life.

That might be the HUMAN effective refresh rate, but reality doesnt just cater for humans..... a fly can see frames up to 100 hz, a cameleon up to 300 hz... and i am sure that there are creatures that we havnt studied enough yet, that will see at much higher rates. but in any case.... lets drop it there.... you guys are not looking for a thesis on life....
