Trevor is missing the dialog for when you complete the quest. If you have an earlier save do everything then get the quest assigned. Talk to Trevor once more and tell him you already did that.
Another problem that can arise is you need to talk to Lieutenant Robin and get 2 dialog options from him. If you talked to Marcus first he talks to Lieutenant Robin for you but it doesn't accomplish the same thing.
