Sounds a bit like the already existing Sorcerer class.
I think it's more like unlimited spells per day, but you may only learn up to three spells per spell level. So you get your Fireball and your Cone of Cold and maybe Stoneskin if you're lucky. Mind you, he could make great use of Metamagic Feats.
