Permanent potions have 'permanent' in the name.
BF quest items and monsters are placed randomly on the third levels of the dungeons. It is possible for any particular dungeon to have none, one or multiple items or boss monsters.
There is no skill required to charm equipment (there was in DD).
If you have the
patch installed the BF merchant inventories regenerate each time you enter the BF, so you can visit repeatedly to sell off stuff (and maybe check for holy water, to make permanent potions). Some people just sell to the potion dealer, so as not to fill up the inventories of the other merchants that they might want to buy from (if they hang on to your junk it makes it harder to look through their selection). You can also trade with the guy that sells charms and jewelry, though you will loose a bit of value that way trading them again for other goods.
