Yes. Go ahead and rescue Zandalor, then let him teleport you to the council hall. Once you have secured that location, you can get the teleporter stones back and return to the 'main land'.
The only 'point of no return' is entering the wastelands (which can only be trigged after completing all of the council quests). Before that, most of the time you can travel freely between Rivertown, Verdistis and the Dark Forest.
