You could cheat to compensate for the non-permanent permanent potion. Either give yourself the extra stat points to put into Intelligence (see Hex editing - gold, experience, stat/skill points) or get an extra holy water (Inventory files) to create your own permanent Intelligence potion (with Alchemy level 4).
