There are no fixes for the skill, but you could use
DAD's item editor to boost a crossbow's damage directly (the appropriate amount). The damage bonus is relatively small, though, so it shouldn't hurt not having it.
There are no unique crossbows that are always in the game, so you will have to rely on randomly generated monster drops or merchant inventories.
