Make this effect increase as the spell levels go up. For example, you have to be at INT 15 to cast level 1 spells at their "normal" cost, below that, they're a little more expensive. Level 4-5 spells will start to be very expensive if INT is too low. This way if a warrior with 10 intelligence and a bunch of mana charms is casting a lot of the higher level spells, he's still going to burn through his mana much faster than he'd like. While the 95 INT Wizard is popping high level spells off at a discount. The effect could be the same for all classes (kinda like weight and stamina) so all classes would have some motivation to increase intelligence.
